Bob Fabien Zinga is one of the few people I know whom I can speak accurately and consistently of concerning his professionalism and his personality. I know him very well, not only as a friend and co-worker, but as his wife. Therefore, I am aware of the many attributes of his personality, and can shed some light into the person that he is.

I recommend him for any IT-related position he qualifies for, first and foremost because of his loyalty. Bob has proven to be trustworthy in many positions in his life. He is dependable and consistent. If any problem arises, he is immediately on task as he solves numerous problems on a daily basis, helping to boost the bottom line for his department. On one occasion, during a network related crisis, I’ve witnessed him contacting his work team members by cell phone and by email as he and our family were on vacation one weekend. He worked speedily and consistently, reaching out to each contact, guiding his employees, and informing each department to be notified, until the problem was resolved over the phone within thirty minutes.

BZ is my favorite Navy Officer since he was an Ensign. He has always had the nicest sense of personal honor trimmed with humility and great respect. He has my most strongest confidence and trust to accomplish and achieve the results for his personnel that you would want.

It is with great pleasure that I recommend CDR Bob “BZ” Zinga, a transformational global military leader. I first met BZ when he was a Junior Officer in my reserve unit, NR COMPACFLT INTEL 0419. Then LCDR BZ quickly took charge of a 37-member unit and led by example, always taking care of his troop. Under his leadership, the unit became the most award-winning unit in the COMPACFLT Enterprise and excelled in the trifecta of operation support, training, and administration. I was not surprised when BZ was selected as the 2019 COMNAVIFORES Junior Officer of the Year, #1 of over 2,000 Junior Information Warfare Officers across America and the world. It was my joy to see him realize his lifetime dream of promoting to the Senior Officer rank of Commander this past April. A promotion that was timely and well deserved, Bravo Zulu! I highly recommend CDR BZ for any position he applies for. He is not only tech-savvy and business-minded, but he is also an uncommon leader who always focuses on accomplishing the mission and the welfare of his team members.

Bob is an experienced Cybersecurity professional and is an expert in his field. He always demonstrates a positive attitude and is excited to share his knowledge, skills and experience with you. A year ago when I spoke with him about joining the Naval Officers Reserve Information Professional program, he took the time to offer and speak with me on the phone without prior introduction between the two of us. Explained to me everything about being an IP Officer in the greatest Navy in the world. CDR Zinga didn’t only stop at that, he kept in contact with me and answered all my questions through out the whole process, made me feel like we know each other personally.
When I got selected as Information Professional Officer O3, he was happy for me as much I was and he even started introducing me to other IP Officers to connect and share knowledge.

Bob is an exceptional and outstanding fellow naval officer and cybersecurity leader and executive. I worked with Bob for a couple of years while we designed and implemented a new network and data center at Defense Language Institute, Foreign Language Center (DLIFLC). As the Director of Cyber Security, Bob was instrumental in defining security posture, response, and strategy policies. My team and I worked in conjunction with him and his team to define security boundaries, author security and response policies and implement a system that would provide a high level of security and much needed flexibility for DLIFLC.

Overall, Bob was conscientious, dedicated and demonstrated a high degree of professionalism and integrity throughout the time I was there.

I met CDR Bob Fabien back in 2011 when I was stationed at NOSC San Jose, CA. Back then I was just getting into Information Technology as my new career and going through college. I used to report to him as one of our Offcer in charge for our unit. When I learned about his IT background I asked him to be my mentor, which he took seriously andWhenever I have questions anything about IT he would take his time and explain things and in a way that is really easy to understand and follow. He truly inspired me and now I reached a level that could’ve not been able to reached if I didn’t have an awesome mentor like Sir Bob Fabien.

Bob is an incredibly knowledgable InfoSec professional, and has been a pleasure to work with. Bob’s enthusiasm and passion for his work is very apparent. He was able to successfully educate our workforce on the importance of Info Security. I personally observed our employees become hyperaware of potential phishing attempts, even months after Bob’s trainings. It is my absolute highest honor to recommend CDR Bob F. Zinga. I first met then-LCDR Zinga (or “BZ” as most people who know him call him) in 2018 when I was the Commanding Officer of NR COMPACFLT 0419 in Alameda, CA. He reported to my unit in a Cross-Assigned-Out status and I assigned him as my Admin Department Head, since he was an Information Professional (IP) Officer in an Intelligence unit. Within just a few months, he became such a standout officer, that I selected him over more seasoned personnel to fill in as my Executive Officer (an O5 position) when my XO went on mobilization. He took the job and ran with it, working diligently to research any necessary topics and find the correct points of contact to finish a tasker. To this day, BZ remains the best XO who has ever worked for me.

The Navy recognized BZ’s skills as a leader by selecting him to Commander and slating him as a Commanding Officer, where he has continued to excel. In addition to his IP skillset, BZ has an incredible background in cybersecurity and technology, skills that are in high demand within the Navy and the Department of Defense writ large. Additionally, he currently serves as a Board Advisor for United Cybersecurity Alliance, a global cybersecurity non-profit organization, and the Arizona Cyber Initiative, another cybersecurity non-profit focused on growing future professionals in the field. This has given him a unique perspective of not only working tactically and operationally within a critical field to the Navy in these times of Strategic Competition, but also the leadership experience within Navy, commercial, and international organizations to bring in additional context as we look for solutions to broader Navy issues.

It may appear that BZ’s many commitments would not allow him the time for the NNRPB. Nothing could be farther from the truth. He operates best when he is going Mach 5 and I have never seen him miss a deadline or drop a requirement. I have no idea where he gets his energy, and I wish I had his ability to manage taskers in such an organized and methodical way. I cannot stress enough how highly I think of CDR Bob Zinga and I give him my ABSOLUTE STRONGEST RECOMMENDATION!
