SABE means one thing for Enlisted, but means something different for Officers. I am sure you will figure it out from the PDF listed above.
Actually asking again what SABE means for an officer billet in RFMT (APPLY)?

I know ABE in SABE means that the billet must match the designator and is awarded to males or females. Not sure about the S. You may want to check with your NOSC MANPOWER Department.

The first letter, S in your example, is related to the rank that can fill the billet. S=Exact Paygrade Match Only. So whatever the rank is for the billet you are looking at is the only rank that can fill that billet. As Peter Stilling said, the answer is in the RESPERSMAN 1000-010
Does every reserve billet have a RFAS code aligned to it?

I believe yes, every billet should have a RFAS code aligned to it. This is the way an O4 billet could be assigned to an ENS/LTJG.
